> Turn a property tax bill PDF to Excel: parcel numbers kept as text, assessed values, levy lines by district, and installment due dates.
To turn a property tax bill PDF to Excel, put each bill on one row keyed by its parcel number, stored as text, with the assessed value, exemptions and taxable value beside it. Put the levy lines by district on a second sheet, check that they add up to the bill total, and list each installment with its due date.

## Parcel numbers on a property tax bill kept as text

A parcel number is the ID the county assessor gives a piece of land, and on a property tax bill it often contains leading zeros, dashes or dots. Excel treats anything that looks like a number as a number, so "007-120-045" can survive while "0071200450" becomes 71200450. Format the parcel column as text before you paste or import.

Parcel numbers are the key that joins every other sheet: the bill, the payment record, the assessment notice and the deed. If one sheet strips the zeros and another keeps them, a lookup between them fails silently and returns nothing. Pick one written form, with or without the dashes, and use it everywhere.

Dates can cause a similar surprise. A parcel number written as "12-05-31" can be read by Excel as a date in May. Text format prevents that too.

## Assessed value, exemptions and taxable value from the bill

Most property tax bills show three value lines: the assessed value the assessor placed on the property, the exemptions taken off it, and the taxable value left over. The taxable value is what the tax rates apply to. Keep all three as separate columns, because exemptions change from year to year.

Some bills split the assessed value into land and improvements, meaning the building. Keep both if the bill prints them, and add a column that sums them, so you can check the sum against the printed total. A homestead or senior exemption that drops off one year shows up as a jump in taxable value, which is easy to see when each year sits on its own row.

## How do levy lines by district add up to the property tax total?

Each levy line is the tax charged by one taxing district, such as the county, a school district, a city or a fire district. Each district's amount is its rate times the taxable value. Add the levy lines on your sheet and the sum should equal the tax total printed on the bill, before any penalties or credits.

### An example bill as rows

The bill below is an example, made up for illustration, with a taxable value of 240,000.

| District | Rate per 1,000 | Amount |
| --- | --- | --- |
| County general | 4.20 | 1,008.00 |
| Unified school district | 9.85 | 2,364.00 |
| City | 2.10 | 504.00 |
| Fire district | 1.35 | 324.00 |
| **Levy total** | **17.50** | **4,200.00** |

Multiply each rate by 240 (the taxable value in thousands) and you get the amount. If a line does not match, the usual cause is a rate that the bill prints per 100 rather than per 1,000, or as a percentage. Read the column heading on the bill before you build the formula.

Special assessments, such as a sewer or street lighting charge, are often listed after the levy lines as flat amounts. Put them in their own rows with no rate, so the rate check skips them and the total still includes them.

## Which installment due dates belong in the property tax sheet?

Many counties let owners pay the annual tax in two or more installments, each with its own due date printed on the bill or on a payment stub. Give each installment its own row with the parcel, amount, due date, date paid and method. That small table is what stops a missed second half.

| Parcel | Installment | Amount | Due date | Paid on |
| --- | --- | --- | --- | --- |
| 0071200450 | First half | 2,100.00 | 2026-11-01 | 2026-10-20 |
| 0071200450 | Second half | 2,100.00 | 2027-02-01 | |

The rows above are an example. Use the dates on your own bill, because due dates vary by county.

If a mortgage lender pays the tax from an escrow account, mark the method as "Escrow" and check the payment against the lender's statement instead of your bank. The tax amount should match what the lender shows as paid out of escrow.

A property tax bill is a recurring bill like any other. The same row-per-period layout used for [tracking utility bill usage and charges by month](/blog/utility-bill-pdf-to-excel) fits here, with one row per installment instead of one per month.

## Property tax bills for several parcels and the upload question

With several parcels, keep one row per parcel per tax year on the main sheet and one sheet for all levy lines, each row carrying the parcel number and year. A pivot table on that levy sheet then shows the total paid to each district across every property, which landlords and small investors often need at tax time.

Repairs and improvements on those properties bring their own paper. Contractors' purchase orders carry reference numbers with the same leading-zero problem, and [pulling purchase order lines, quantities and prices into Excel](/blog/purchase-order-pdf-to-excel) covers that layout.

Property tax bills carry an owner's name and address. Before uploading a stack of them to any online converter, find out where the files are stored and for how long. The questions to ask are in [where a PDF converter stores your files](/blog/pdf-converter-data-residency).

The payments themselves usually show up on a bank statement as a withdrawal to the county treasurer. FastBankConvert is built to turn that statement PDF into Excel rows, so the "Paid on" column can be filled from the bank's own record. It is not open yet; [the get started page](/get-started) lets you know when it is.
